create undue burden make rule clear details in the guidelines who gives permission? the monitoring committee. this is under the VP's purview, but generally speaking, I would say the Board or whoever is doing the monitoring. Queries, clarifications, and appeals can be sent to the tree committee, but enforcement rests with the monitoring committee.

We just got the language and have not yet had a chance to translate.

who gives permission? does the granting of permission mechanism need to be explicit, or at least stressed.

but my thoughts were to create a rule that would give the Board/monitoring committee a mechanism for encouraging whatever guidelines we as a Garden (and a tree committee) eventually decide on. Some of the language can be interpreted in different ways (does “specific trees” refer to specific types of trees or specific instances of actual plants?), and it will be up to future folks to decide both how they want to read the rules and how to go about enforcing them.

I think there are a few potential purposes to the rule, which, obviously would change depending on the will of the Garden. However, I think we are both working on the assumption that one purpose is to discourage folks from planting potentially large tree-like things in the garden plots. Another purpose that I see is giving the monitoring committee a mechanism to enforce the guidelines that the overall garden has agreed to follow. Another purpose is clearly communicating the garden responsibilities to all current and potential garden members.
